Motivation: Loewenthal was one of the earliest promoters of the necessity to establish a league of European states. He also promited disarmament, reform of international law and the introduction of obligatory arbitration of disputes between states through an international system of "peace justice". He was instrumental in the founding of what was later known as the Inter-Parliamentary Union.
