He represented Sankt Gallen canton in the Swiss parliament for several years, and he was one of the most conductive personalities of the democratic party. President of the Swiss Inter-Parliamentary Group, which he represented at the Inter-Parliamentary Council. In August 1914 he contributed to the founding of the Swiss Committee for the Study of Lasting Peace, of which he became Chairman when Otfried Nippold resigned.
